This is not a new Carney project. The six icebreakers were announced in 2019, Davie was selected to build them in 2023, and the initial design contract was awarded in 2024.
What Carney announced in 2026 is the $11.3-billion construction contract for an existing project. Presenting this as Carney “unveiling” six new icebreakers is political repackaging of a project already seven years in the making.
