The foundational issue doesn't rest with the police, they're already taking as many off the street as they can; the issue lies with the government, our penal code, prosecutors and court systems. Many first or regular offenders when arrested will only have their ID taken, a criminal report being written up and, unless they pose a flight risk, are released back into the public with an appointed court date they must attend to figure out their charges. German police oftentimes can't keep these people in jail because our system and our laws don't work like that.
Our court system is overloaded with shit that shouldn't need dealing with, and prosecutors, despite putting in overtime, can't catch up with all these trifle cases landing on their desks. The German justice system is built on the belief that resocialization and reintegration into society is the solution as opposed to the US way of stonecold imprisonment without option to rehabilitate. Many, especially juveniles, only get a slap on the wrist and then get let back out or, if they do end up in prison, get very negligible sentences and a record that wouldn't scare off anyone to teach them not to do it again. Drug dealing is too much of a lucrative business, and our laws as they stand right now on top of the migration crisis isn't built to handle this.
So, don't necessarily call out the police, because it's not them failing us, it's the system and the law failing them.
Turkish mafia is laundering money in Germany, because it's so easy to do there. Try to get an invoice from any shop there, or pay with the credit card. No chance and no need to wonder why… Germany is friggin lost.
I want to leave with my business, but I wouldn't be able to come back without paying a huge amount of taxes.

Duisburg is no beautyfull city. But the people make it worse than it is. There are many cities that are far more dangreous. I was born, raised and still live in Duisburg Marxloh. And i don't like how it changed over the time as well. But i never was robbed, attacked or something like that. I am 53 years old now. And in the end the government is the reason why it happened. They caused the ghettoization, then failed to learn from it and simply carried on as before. Inform yourself how Marxloh was in the 60s, 70s and 80s…..
