here is the sad thing, even the stuff you pay for tracks you even if you pay specifically for it not to which is the real stupid part, there was a much better way to handle the case in the 70s than that judge did, just use the calls as probable cause for a warrant to track calls to the person receiving them and then bringing that warrant to the phone line involved with the victim to tell them to track these calls for until the perpetrator is caught
Sounds like the solution is to go after the data brokers, they could be shut down with the stroke of a pen. There is absolutely NO good reason for that category of business to exist.
