One of the many reasons we don't (typically) ride in bike lanes.
There should be bollards at both end that only allow pedestrians or bicycles through. Maybe it's someone that's unable to read the signage. Perfectly normal here in Washington State; they hand out licenses all the time to people who can't speak or read English. Shocking I know!

If there'd been a jam in the actual lanes, I'd assume the person was trying to bypass that. Bad enough. But I can see there was no jam, so I conclude the person is just too dimwitted to have a license.

1 good bollard at each end. That's all it would take. 1 real, metal, bollard. If you are concerned about emergency or maintenance vehicles then retractable bollards exist. A quick google search got me multiple manufacturers at multiple price points. It isn't hard, in the US we are just dumb and cheap.
It was me, I was just riding my bike as my car identifies itself as a bicycle. It's pronouns are bike, bicycle, cycle, two-wheeler, push-bike, velocipede and Penny-farthing.

Seattle is dumb. #1, you do not have enough bike riders to justify it. #2, just could put a metal bar in both entries and bikes and pedestrians can walk around it, a parent with stroller can get through it too, but block access to cars easily. I say it again, Seattle’s leadership are dumb, those who moved from California and voted them in also are dumb, so no doubt you got drivers who are dumb too.
