It’s good to see focus on flood control audits, but the real fix isn't just investigating ghost projects, but rather it’s changing procurement mechanics.
Until local auditing and absorptive capacity are modernized, public works contracts will keep suffering from substandard completion. Banning dishonest contractors is step one; reforming procurement oversight is step two.
