My question is, did the city check to see if Marvel accuired permits to hang that sign to promote Doomsday before they started demanding to take it down and dishing out the fines.

Disneyland alone makes between $10M to $15M daily. $160k in fines across 6 days is $60M in Disneyland revenue alone. Not to mention that this was before Spider-Man released to an almost $1B opening weekend. Doomsday will surely surpass what Endgame did at the Box Office. This is a water molecule in the grand scheme of things for Disney.

Again, absolutely fine them if they broke code rules, but someone had to have given the OK to put up a custom made display like that in the first place, so I expect this might get challenged

How was that the sign was even allowed to go up in the first place? So the studio is gonna just randomly make a sign that perfectly fits the Gaslamp sign and hire a contractor to put it up without the city's knowledge or approval? It doesn't make any sense.
This is manipulation of the Streisand Effect for marketing. 🙄 The media attention just amplified their message certainly more than the initial fee and much more than the $160,000. 🤦🏿♂️ San Diego should have just approved the sign upfront.
