Start with your hand out near their face, palm down on the ground. Allow them to touch you first. Also, if they don't touch you right away or at all, this doesn't mean they aren't friendly. Maybe they have suffered at the hands of humans, maybe they aren't feeling well, maybe they have to use the bathroom, and maybe they don't want to be touched at the moment.
