In Arizona, Native Americans get priority over actual road construction companies when new road contracts become available. The Indian company only needs one Indian to own the company and can use who ever they want for the company. That means, they can pick up day laborers to work for the company being paid minimum wage, allowing the owner to get more money. And that money is used to bribe inspectors to just sign off on the paperwork and look the other way when mistakes are found. Interstate 10 Tucson construction project was supposed to use aggregate rock on the ground to support the concrete above to the weight of the vehicles. Instead, the project manager used garbage from a landfill for highway support at night when few were around to witness its use. A D+ for roads is very generous.
