A New York Times analysis of cabinet meeting footage found that one in every six sentences spoken by cabinet members was flattery toward Trump — the cabinet functions less as a governing body than a "professional cheering section." Hegseth is purging competent officers and stoking culture wars instead of managing a war, but the "leadership void" is arguably structural. The whole cabinet was assembled on loyalty over capability, operates as a flattery machine, and has been described by critics as the worst in U.S. history. Singling out one secretary as the source of the void is a bit like blaming the clown for the clown car.
That said, Tillis has a legitimate specific grievance: Hegseth's purge is degrading readiness during an active war, and Tillis himself cast the pivotal 51st vote to confirm him last year. So it's part legitimate accountability, part political theater, and part the broader dysfunction. (I had a little help with composition – still the point is mine)
