The F-4 was never modified to carry external gunpods, the gunpods the F-4C onwards used were designed to be used by the F-5C/Es when it was performing CAS missions and came in two flavors, one with a 20mm cannon and another with a 30mm cannon to fight against troops with ligh armored troop carriers. The F-5Cs would be recalled back to the US, when Col. Olds decided to make a tests of its own, he strapped gunpods on his ands his wongmans planes, and went on, and after a series of tests Co ckuded that the 20mm cannon pod offered the greatest bang for the buck in terms of benefits vs performance penalties on the dogfight they had against MiG-15s, MiG-17s and MiG-21s over Vietnan. He then submitted a report to the Pentagon recommending that all F-4s be equiped with at least one gunpod, later the Navy decided to adopt the gunpods, and McDonnell-Douglas streamlined the pods aerodynamics and it external dimensions to be more in line with the F-4s larger size and to be safer for carrier operations. The Airforce was more adamant in dating the Vulcan as an intern gun to its F-4Es, but the Navy's F-4Js continued with the pods for quite a while longer.

Actually, what doesn't make sense is using a multimillion-dollar stealth aircraft for close air support. It seems more logical to allocate funds toward developing a ground support aircraft that could replace the A10 with a 21st-century version. Better yet, don't fix what isn't broken.
I used to believe the myth that the F4 missing a cannon was a mistake and it's final inclusion restoring the US air dominance.
But the statistics don't bare that out. The statistics show that pilot training leading to better missile envelope employment and straight up improving the missiles themselves is actually what improved the combat performance of the F4. The clearest indicator of that is the navy F4, it never had an internal gun, yet it's performance improvement was remarkable.

Those visual confirmation range (PVID) applied to BVR cost a lot of money, lives, and airframes. But those same rules prevented World War III. Vietnam never turned into a hot war with the Soviet Union.
The a10 Warthog is not a plane with a gun on it. It's a gatlin gun with wings
Importantly, the B and C don't even mount the gun pod in an air-to-air configuration. They're strictly for strafing ground targets, not dogfighting.
