This is almost certainly a case of Patel incompetently repealing a policy that included something specific he was interested in without reading the whole policy that included the trafficking and animal stuff. Since no one in Trump's orbit is allowed to admit a mistake or failure, he now has to pretend it was on purpose. It's basically the equivalent of a dweeb stumbling then yelling, "I meant to do that!"
