Why can the same cold temperature feel so different from place to place? Humidity barely matters in deep cold, because cold air holds very little water: about 17 grams per cubic meter at 68°F, but only about 5 at freezing. The real difference is wind. The National Weather Service wind chill index uses just temperature and wind speed, and at 0°F with a 15 mph wind it feels like -19°F, where exposed skin can freeze in about 30 minutes. Wind can’t cool pipes below the air temperature, but it can chill people and animals.
