Why is 0.1 a problem for a computer? In binary, one tenth never ends, so a machine has to chop it off. In 1991 a Patriot missile battery at Dhahran counted time in tenths of a second; after more than 100 hours of running, that tiny chopped error had grown to about a third of a second, enough for its radar to look in the wrong place. A tiny error isn’t small when it repeats millions of times.
How the unseen works: finite-precision arithmetic and error that grows with run time, from the US GAO report on the Patriot failure at Dhahran (25 February 1991).

– Douglas N. Arnold, University of Minnesota, The Patriot Missile Failure: (0.1 chopped in a 24-bit register, about 0.000000095 s per tick)
Notes: The GAO report describes the cause as a loss of precision when the clock’s tenths-of-a-second count was converted using 24-bit registers; the “0.1 chopped” arithmetic is Arnold’s and matches GAO’s 0.3433 s. GAO also notes the Army had not said how long was “very long run times”, and the corrected software reached Dhahran on 26 February, the day after. The ticker tape, register, range-gate and calendar graphics are LATOON illustrations; the GAO table is a retypeset excerpt.
