Two people were arrested after Huntington Beach police said a local bike shop helped uncover an alleged fraud scheme involving the purchase of five e-bikes valued at more than $8,000.

They’ll likely be released in just a few hours without charges. Nobody is being held accountable for anything.
Here’s the part no one will say out loud particularly the news media. These individuals will never go to trial, what will end up happening is the taxpayers will end up supplying a public defender for these individuals in most cases. The district attorney or/prosecutor does not have the incentive to take them to trial, they’ll end up giving them a plea deal worked out with their attorney. They’ll end up with time served, probation and a fine probably $1000 or less depending what the local laws are regarding theft. Well over 90% of all cases in federal, state and local court end up in a plea deal and your area is no different. In the beginning the defense attorney is going to want this to go to trial but that is only because they know the district attorney is not going to do it so they’ll get a sweetheart deal and whether you like it or not that’s how it goes.
Cyclists have a certain look and can talk some lingo. If you don't have it/they don't know you, my local shop will stall high end bike purchasers in the store long enough to verify with the bank. They have declined a few purchases this way. No one walks in as a complete stranger/beginner cyclist and drops 5k+ on a bike without some other motive. It just doesn't happen.
