You can also cast E at the side and simultanously cast Q to confuse your enemy more.. or you can also replace E with gale force.. or any dash thingamajig

Caitlyns Q is being casted at the same length of the E but looks like it’s being casted farther than normal
This isn't a broken mechanic it's an intended mechanic for skill expression for her
You can also trick the enemy, you can q in any direction when doing this, so your e direction doesn't tell the enemy where the q will go.
Flash also works like that with a lot of skillshots, I've seen ryze's and elise's buffer their skillshot then flash past it
E W is better imo the slow from the e is guaranteed to hit the w if the enemy doesn't have a dash of some sort, my go to is E/W,AA,Q,AA thats 2 headshots and a full powered Q due to the trap

If you Q then Flash, your Q would stay in the original place you were standing. You can do something similar with Lux, Ult then flash.
If you do this, casting the e to the side, the enemy will have trouble understanding where your q is going to go.
its not broken its just how Q cast time works
