If I could choose any vehical, I would definitely be choosing a modern MBT or more likely the Panzer VIII Maus. Regardless of how much anchoring or aerodynamics you have you still run the risk of loosing footing or being crushed by debris. A 188 ton moving bunker with a massive track base is not going to get tossed around very easily. Even if a car were to fly into it, it wouldn't sustain major damage. All this being said visibility would be horrible and so would maneuverability. I'd be curious to see what other tanks, maybe with a lower profile, anyone could think of that would survive a tornado.
