It seems like most of the things on these lists for things Dr. Bright is not allowed to do at the foundation are not in any way linked to his anomalous properties but onnfact common sense things that you'd think would get anybody repremanded.
I do understand though that as a registered SCP at the foundation as well as an active researcher he not pnly has the same rules and protocols to follow as any other researcher of his class but also special containlent procedures. But again youd think any special containment procedures would purely be linked to his ability.
Like I know any clones of his that are created and wear his necklace for a certain amount of time become permanent clones that can live without the necklace and upon discovery of clones they are to be terminated. Though he is not permited to place the necklace on someone else without being instructed to by very specific people for testing purposes or some kind of mission.
