They need to request an entire audit of the hoa and where the hoa fees are allocated . Research each and every company and institution. I wouldn’t be surprised if they are lining their own pockets.
As a former board member of an HOA, I laugh when residents complain that the board should be doing it's fiduciary duty blah, blah, blah. The board members all work for free and volunteer THEIR time. If you don't agree, run for the board. Otherwise, you are bound by their rules.

Never buy into a condo community. Any other type of home ownership is fine. Condos will screw you over every time. Restrictions being placed against condos will very soon make it likely that they no longer exist and they'll eventually turn into apartment complexes or owned by majority investors. Lenders make it harder every year to purchase a condo.
HOA = HOE
This is an extreme example, but in one sense it's difficult to have sympathy for anyone who voluntarily bought a home with a HOA. It's not as if stories like this are a new thing.

The HOA commission doesn’t own anything, they’re not featured on the deed or a signatory to the mortgage. They do not own.
A relay of the existing roof is going to cost a lot and I side with the HOA….but they didn't handle it well. Dues could have been raised and this $ saved over time. We roof plenty of HOAs and i can bet $ they didn't hit them with a big bill like this. If I heard correctly, they don't have leaks so why the emergency. Expect dues to go up to cover big ticket items like a re-roof in fact they even break down like three options to cover that 26k. If you don't like it move you damn crybabies. A hint of a "possible more than average rainy season" and ppl lose their damn minds here in CA.

They knew what they were getting into. It's like an extra car payment. Just like property taxes & insurance.
First: Refer to your Rights in the State of California as a Homeowner under an HOA. There are specific LIMITS as to what an HOA can increase charges in any given year without a MAJORITY VOTE by the HOMEOWNERS.
That man was INCORRECT. Homeowners are NOT RESPONSIBLE for ANY random amount the HOA throws at you. This sounds like MISMANAGEMENT. People need to know their Rights, and the HOAs responsibilities, as governed by the state. It is definitely NOT a free for all. HOAs are beholden to specific rules, and laws, under the state they reside.
ABOLISH THE HOA
Start with a FORENSIC AUDIT of the HOA funds over the past decade plus.
Homeowners are dumb. Roofs need to be replaced. You have to have savings for things like this – otherwise you are better off renting.
And that's why I will never buy another house in a HOA ever again!

CA. Pfft… a once beautiful state, over time, has been turned into a complete shit hole by local and state gov't CORRUPTION. HOAs are no different. That's why when I bought my house I specifically looked at neighborhoods with no HOAs. Best choice by far.
