I think Q wanted to show Picard that had one last mission, and also his life was not one as unfullfilled, he showed Picard there is worse than living like life was wasted when Picard had a somewhat fullfilling life. He put him on one last test for him, than moved on to Jack once he was satisfied his friend Picard was finally happy.
Liked this scene although I was surprised Q got the Macbeth quote wrong. It was Lady Macbeth, ““Here’s the smell of the blood still; all the perfumes of Arabia will not sweeten this little hand”.
