France actually uses a similar form of license surrendering. Tier 4 licenses cover all alcohol sales / consumption ok premises but they are no longer issued.
Alternatively, a cafe or restaurant could get a tier 3 license to sell alcohol but only up to 18% ABV (alcohol by volume), allowing beer wine to still be sold.
Just before watching my guess is it has to do with the sale of alcohol.
Operating a pub requires a license (unless you're on a moving train or hovercraft)
So the way they sell alcohol in the store probably falls into the same category, so they got a pub license, since that is cheaper.

The best thing about your channel is it’s just so peaceful and relaxing to watch and absorb the information.
But unfortunately that’s no longer the case, as you’ve fallen for the YouTube fads of adding in noises all over whenever a graphic is displayed on screen.
Popping noises, blobbing noises, whooshing noises.
As your channel is becoming more popular, you’ve fallen for the fallacy that you need to up the production value; and that the way to do this is to add popping noises, whooshing noises, etc, into it.
It’s not better for it: it’s a lot worse. It’s distracting, annoying, and takes away from being able to just sit and listen peacefully.
So congratulations; your channel is now on the way back down, as the more of that crap you insert, the worse it will now get.
The…exclusivity of licences is always a bad idea, same thing happens with taxi medallions where they're used. Stop it.
