The bottom line is the kids should not have been on the motorbikes. Also you supposed to be a certain age to ride one. Both of the kids were 13 years old. And they weren't using safety equipment. Though I don't wish this happen to anyone at all, definitely this situation could have been avoided. I'm wondering what the parents are doing. Because first off the kids should not have access to those Moto Bikes.
