Firstly, I know you're trying to save him, but buying him from these people only increases the "need" to get more stingrays. Because by being a "consumer" means that they need to provide for more consumers.
Secondly, the stingray has no stinger. That's how it defends itself. Releasing it back into the ocean with no defense takes its survival down to probably around 60% IF Lucky. It still has instincts to hide and escape but if there's nowhere to go, and there's nothing to defend itself, predators will easily close in. Meaning you may have doomed the stingray to death anyway, even though you were trying to help it.
If you really want to be helpful to more animals, it's much more complicated then just helping one at a time. You need to just avoid these businesses all together, and teach people the cruelty of some of these establishments.
On defense of the market, this is actually a better end of some of the ways they keep the animals. Obviously in my opinion keeping animals that crowded and just in general makes me sick. But again there's nothing wrong in eating food. As long as it's done ethically, and empathetically.
