My hand definitely gets underneath here, but the ball keeps moving through the dribble without clearly coming to rest. Would you call this legal or a carry?

Carry all day. Nowadays that rule doesn’t exist anymore though so I guess it’s clean.
In the rulebook yes it is a carry. You are manipulating the path of the ball with your hand underneath it. This would likely never be called because it is not a noticeable enough infeaction
No because you took 3 steps and then you dribbled the ball right be for you took a another step and the ball was still moving
I would say so, but these types of carries don't usually get called out
