Let’s talk about the real cost behind these property-tax increases, especially since Sherburne County is considering a 9.6% levy increase. Counties, like Sherburne, across Minnesota, continue expanding taxpayer-funded hug-a-thug pretrial programs in place of secured bail or the use of bail at all. That is assessments, supervision, drug testing, electronic monitoring, diversion, specialty courts and nonprofit contracts. These all cost taxpayers, and yet have a failure rate far higher than secured bail. What's really messed up, secured bail has proved time and time again, that it is the most effect form of release, and IT COSTS TAX PAYERS NOTHING!
Look at neighboring Anoka County. In 2024, it spent approximately $8.9 million on Adult Supervision and $3.6 million on Adult Court Services—more than $12.5 million combined. Anoka also created a dedicated pretrial unit with seven staff members and a supervisor. Yet the county says it cannot separately calculate the complete cost of pretrial assessments because those expenses are buried inside larger departments.
That is not transparency. And Sherburne County is just as bad!
The outcomes are not exactly impressive either. Anoka reported unsuccessful rates of approximately 49% for ISAP in 2023, 46% for IDAPP in 2024, 51% for IDAPP in 2025, and 43% for Felony Conditional Release in 2025. Compared to the use of bail bonds, that is an atrocious failure rate, and all it does is COSTS THE TAXPAYERS!
So taxpayers are funding millions in staffing, monitoring, testing and supervision, while some programs are failing MORE THAN HALF of their participants.
Then there is the nonprofit and NGO network. Groups such as JusticePoint provide taxpayer-funded assessments, supervision and diversion services. JusticePoint’s CEO has also served with the Minnesota Justice Research Center, which advocates for expanding publicly funded pretrial services. The same network helps influence policy, recommends program expansion and then benefits from government contracts to operate those programs.
And the bill is about to get even bigger.
Under Minnesota Statute §244.18, counties must phase out supervision fees by 2029. Drug testing, electronic monitoring, treatment, programming and supervision will not suddenly become free. The officers, equipment, nonprofits and vendors will still expect payment.
The cost will simply be transferred to the county, and ultimately to property taxpayers.
That is how this works: launch hug-a-thug programs with grants, build permanent departments around them, eliminate the fees paid by participants and then raise the levy when taxpayers are forced to cover the difference. ALL IN THE NAME OF TREATING CRIMINALS LIKE VICTIMS.
Before Sherburne County demands another 9.6%, show us the contracts, the staffing, the failure rates, the expiring grants and exactly how much these pretrial programs are costing homeowners. AND THEN, explain why it's not using secured bail as the tool its meant to be used as.
Stop pretending “reform” is free. Taxpayers are paying millions for it, and the bill is only getting bigger.

Maga is giddy to blame the governor yet he funded the state when the government shutdown, where the federal funds were frozen and on that note were we ever paid back from Washington? They are refusing our funding- money that BELONGS TO MINNESOTA, so as the blame game is in full swing (and we know maga absolutely has zero capability of admitting their chosen one is at fault for anything) it seems your culprit is dear leader himself. The wealthy need to pay their fair share….. raise the minimum wage….. raise the hotel room tax, sales tax, dog licenses…. end snowplowing, park maintenance, defund the police and raise taxes for everything for everybody!

Who would have ever thought that "free stuff for all" would cost soooo much of YOUR money. It's not a tax problem folks, it's a spending problem.
Maybe Frey shouldn't have stoked the fires and worked with ICE to remove illegals. The overtime budget would not have ballooned,100 employees could keep their jobs, and two citizens would still be alive today.

You wouldn't need to raise the rate if houses were worth more in some of the neighborhoods. If you did a lot more policing and convicting in North Mpls and in the neighborhoods along 35W then those houses would be worth more. Minneapolis actually has some really nicely built homes; better than the ant farm houses in some of the suburbs, but you have to give people more reason to want to live in the city.
These people are fools. Larger business are paying 9.8% corporate tax, highest in the country. Government greed is the problem.

Large businesses aren't keeping up… they are leaving the state, requiring more taxes on home owners. Either fix the business climate, or this will continue.

I will Vote this mayor out. He is hurting us homeowners in Minneapolis. We need to cut POOR performing programs that is not needed. This is wrong and it will be time to leave this city eventually. WE NEED PEOPLE WHO CAN DO THE MATH CORRECTLY. STOP CAUSING DEFICIT CAN'T MEET.
