The simple reason is Putin don't care. His pattern is simple too. Why should I . If you dare ,than pit your troops against mine. Which essentially NATO won't cause they do not have the balls enough to do it. They are the same like the leader of NATO itself. Which is the current administration. It is not about dragging into a world war. As it is , Europe is already at war on any given moment notice. To these extent it shows one thing Europe does not dare to retaliate so in any case even if Russia launches an icbm or srbm into NATO territory, they will not even do a thing other than talking like blabbering parrot on a tree top.
