Raw-pack Buffalo turkey wings can be pressure canned without adding liquid when following a tested raw-pack poultry recipe. The turkey is packed loosely with the required headspace, and natural juices are released during processing.
The important point is that natural poultry juices may not completely cover the meat, so don’t add or remove liquid based on appearance. Follow your tested recipe exactly for preparation, headspace, jar size, processing time, pressure, and altitude.
