Security agencies have stepped up vigilance in Kashmir following the circulation of a purported threat letter issued by the United Liberation Council (ULC), an online outfit described by intelligence sources as a proxy or shadow front linked to Lashkar-e-Taiba (LeT).
The letter allegedly targets non-local employees and Kashmiri Hindus returning to the Valley, accusing non-local workers of acting as “pawns” of Delhi and attempting to establish themselves as residents of Jammu and Kashmir.
