Thats what the Secret Service is supposed to do. They received chatter and took action. They learned that the Iraqi irgc had moved mobile launchers within range. They would shoot or at least attempt to shoot AF-1 down if possible just because of the 'Bragging rights' in Reality, that saved them from a full scale war and being leveled.
